Noonlight is a US personal-safety app, originally launched in 2013 as SafeTrek and rebranded to Noonlight in 2018. Its signature interaction is a hold-until-safe button: a user presses and holds an on-screen button whenever they feel uneasy, then releases it and enters a 4-digit PIN once they reach safety. If the button is released without the correct PIN — because the user is in danger, has dropped the phone, or cannot respond — Noonlight’s monitoring centre is alerted. Trained dispatchers first call and text to verify, then notify local police with the user’s precise GPS location, name, and any emergency notes stored in their profile. The design goal is to summon help without needing to talk, type an address, or even unlock the phone.

Over time Noonlight expanded from a standalone panic button into a connected emergency-response platform, integrating with smart-home devices, wearables, and third-party services (for example via IFTTT and, notably, a 2020 integration that powered a panic-button feature inside the Tinder dating app). In January 2020, reporting by Gizmodo found that the Noonlight app was sharing user data with ad-tech and analytics partners — including Facebook and Google’s YouTube, plus attribution firms such as Branch and Kochava — raising concerns about the privacy of a service built on tracking vulnerable users’ real-time location.

Personal safety apps are mobile applications that help a user summon help, share their whereabouts, or deter harm. Most combine a Panic Button, Location Sharing, and a Trusted Network, and many connect to Crisis Hotlines and Resources. They span two broad postures: alarm-and-summon tools aimed at acute danger, and network-and-intervene tools rooted in Bystander Intervention that aim to prevent harm before it escalates.

The central design tension is Privacy and Safety: the same capabilities that protect (continuous location, contact lists, always-on microphones) can be turned against a user — see Location Tracking Abuse and Stalkerware — so survivor-facing tools must be weighed with Trauma-Informed Design in mind.

Location Tracking Abuse

Location tracking abuse is the covert or coercive use of a person’s geolocation against them — through GPS apps, “find my” services, shared family-plan settings, vehicle telematics in smart cars, or cheap Bluetooth trackers slipped into a bag or car. It is the dark inversion of Location Sharing: the very mechanism that lets a Panic Button say “come and get me, here” becomes, in an abuser’s hands, a way to know where a Victim-Survivor is at all times. NNEDV’s Safety Net Project warns that in some tragic cases GPS devices and apps have aided an offender in locating a victim to commit murder, or were enabled without the victim’s knowledge. It is a core tactic of Coercive Control and a primary engine of Stalking.

The tracking can be installed directly via Stalkerware, surfaced through accounts the abuser still controls, or carried out with commodity hardware never designed for surveillance — a problem severe enough that Bluetooth trackers like AirTags prompted dedicated anti-stalking detection features and Congressional attention. Because removing a tracker can signal to an abuser that they have “lost control” and trigger escalation, technology safety planning treats discovery and removal as something to do carefully with an advocate, not impulsively. This is why location features in Personal Safety Apps such as Círculo encrypt position data and send it only to a Trusted Network, rather than logging or exposing it.

Privacy and safety are often treated as the same goal in anti-violence technology, but for a Victim-Survivor they pull in opposite directions and must be balanced deliberately. The data that makes a safety tool useful — real-time Location Sharing, cloud backups, message logs kept as Evidence Documentation — is exactly the data an abuser will try to reach if they retain access to a device, account, or family plan. NNEDV’s Safety Net Project frames technology safety as protecting “safety, privacy, accessibility, and civil rights” together, and stresses that the burden should fall on holding perpetrators accountable, not solely on survivors restricting themselves. Yet practical safety planning still requires hard privacy choices: which device is trustworthy, which accounts are compromised, and what should never be stored where an abuser can find it.

This is why every safety app sits in tension here. A design that collects rich location history to “build evidence” also builds a honeypot that Stalkerware or a coercive partner can exploit, and the Datafication of MeToo critique shows how such collection can become extraction rather than protection. Privacy-protective alternatives respond with data minimisation, on-device storage, encryption, and Discreet Access, and safety guidance cautions that even removing monitoring can escalate danger if an abuser feels they’ve “lost control.” Getting this balance right is the central problem of Survivor-Centered Design and Trauma-Informed Design.

In the US the National Domestic Violence Hotline offers free, confidential support by phone (1-800-799-SAFE), online chat, and text in over 200 languages, while the 988 Suicide and Crisis Lifeline provides a broader mental-health crisis line. Confidentiality is the defining feature: domestic-violence service providers operate under strict rules that sharply limit what can be shared with outside parties, because a leak can be life-threatening for a survivor. This is precisely why a hotline disclosure differs from a report to the Criminal Legal System — the survivor controls what happens next.
